  • Use class: Sui Generis. PBSA falls under Sui Generis in England. I've included C3 too since some schemes get consented as C3 cluster flats, and Scottish Class 9 for cross-border coverage.
  • University proximity: 3km hard filter, as you specified.
  • Supermarket and bus stop proximity as soft boosts. Students need convenience retail and public transport nearby.
  • No minimum site size. A 0.2-acre plot can deliver 200+ beds in a well-designed PBSA tower.
